Noel was the nephew of the Rev. Sydney Buckley, founder of Ivanhoe Grammar School. He graduated from Melbourne University with a Bachelor of Commerce (1939) and from Cambridge University with a Master of Arts (1945). He was an officer in the Royal Navy (1940-46) and served in the Atlantic and Arctic Oceans and the Mediterranean Sea. He became senior partner at Buckley and Hughes (1948-79) and Coopers and Lybrand (1958-79). He was a Fellow of the Australian Society of Accountants (1965-95) and a life member of the Institute of Chartered Accountants in Australia. He was also National Chairman of the Australian Red Cross Society (1978-85) and Hon. Treasurer of the Victorian Branch of the National Heart Foundation (1969-71). He was made a member of the Order of Australia in 1982.
