Justice Rowan M. Downing QC BA LLB LLM is a United Nations International Judge sitting on extraordinary chambers of the Courts of Cambodia to try cases of alleged war crimes and crimes against humanity during the period of the Pol Pot regime. He has been a judge of the Court of Appeal and Supreme Court of Vanuatu and he presided over a number of Australian Government Tribunals. In addition, Rowan has been involved in Human Rights and Rule of Law Aid Projects in the Asia Pacific region since 1993 and continues this work. As an active member of the RAAF Reserve he has been involved in the training in respect of War Crimes Law. As Queen’s Counsel, he appeared in Human Rights cases and provides advice to a number of developing country governments concerning rights of Women and Children.
