After leaving Ivanhoe, Harry graduated from Melbourne University as BA MB BS MSc. He worked in general practice from 1953-61 before entering State Parliament as MLA for Reservoir. He was District Governor of Lions International from 1968-69. In 1969 he transferred to Federal Politics as MHR (ALP) for Scullin and held his seat until 1986. During that time, he was Deputy Speaker and Chairman of Committees (1975-76) and elected Speaker of the House of Representatives from 1983-86. After leaving Parliament, he was Ambassador to Spain (1986-88).
